ਚੰਡੀਗੜ੍ਹ, 11 ਨਵੰਬਰ: ਪੰਜਾਬ ਕਾਂਗਰਸ ਨੇ ਐਸ.ਵਾਈ.ਐਲ ਮੁੱਦੇ 'ਤੇ ਪੰਜਾਬ ਦੇ ਹਿੱਤਾਂ ਦੀ ਰਾਖੀ ਕਰਨ 'ਚ ਅਸਫਲ ਰਹੀ ਬਾਦਲ ਸਰਕਾਰ ਖਿਲਾਫ ਰੋਸ ਪ੍ਰਗਟਾਉਣ ਲਈ ਸ਼ੁੱਕਰਵਾਰ ਨੂੰ ਵੱਡੇ ਪੱਧਰ 'ਤੇ ਕਾਰਵਾਈ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ। ਇਥੋਂ ਤੱਕ ਕਿ ਪਾਰਟੀ ਵਿਧਾਇਕਾਂ ਵੱਲੋਂ ਮੋਦੀ ਤੇ ਬਾਦਲ ਵਿਰੋਧੀ ਨਾਅਰੇਬਾਜੀ ਕਰਦਿਆਂ ਰਸਮੀ ਤੌਰ 'ਤੇ ਸੂਬਾ ਵਿਧਾਨ ਸਭਾ ਤੋਂ ਆਪਣੇ ਅਸਤੀਫੇ ਦੇ ਦਿੱਤੇ ਗਏ।
ਐਸ.ਵਾਈ.ਐਲ ਮੁੱਦੇ 'ਤੇ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਫੈਸਲੇ ਤੋਂ ਬਾਅਦ ਸੂਬੇ ਨੂੰ ਹੋਏ ਨੁਕਸਾਨ 'ਤੇ ਚਰਚਾ ਕਰਨ ਲਈ ਕਾਂਗਰਸ ਵਿਧਾਧੀ ਧਿਰ ਦੀ ਵਿਧਾਨ ਸਭਾ 'ਚ ਮੀਟਿੰਗ ਹੋਈ ਅਤੇ ਇਸ ਦੌਰਾਨ ਅਦਾਲਤ ਦੇ ਫੈਸਲੇ ਤੋਂ ਬਾਅਦ ਪੈਦਾ ਹੋਏ ਹਾਲਾਤਾਂ ਤੋਂ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੂੰ ਬਚਾਉਣ ਖਾਤਿਰ ਕਾਰਵਾਈ 'ਤੇ ਚਰਚਾ ਕੀਤੀ ਗਈ।
ਇਸ ਲੜੀ ਹੇਠ ਕਾਂਗਰਸ ਦੇ ਆਗੂ ਤੇ ਵਰਕਰ ਸ਼ਨੀਵਾਰ ਨੂੰ ਸੂਬੇ ਦੇ ਸਾਰੇ 117 ਵਿਧਾਨ ਸਭਾ ਹਲਕਿਆਂ 'ਚ ਮੁੱਖ ਮੰਤਰੀ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਦੇ ਪੁਤਲੇ ਫੂਕਣਗੇ। ਜਦਕਿ ਐਤਵਾਰ ਨੂੰ ਪਾਰਟੀ ਵੱਲੋਂ ਐਸ.ਵਾਈ.ਐਲ ਨਹਿਰ ਦੇ ਅੰਤਿਮ ਹਿੱਸੇ 'ਤੇ ਅਬੋਹਰ ਵਿਖੇ ਇਕ ਰੈਲੀ ਦਾ ਅਯੋਜਨ ਕੀਤਾ ਜਾਵੇਗਾ, ਤਾਂ ਜੋ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੂੰ ਅਣਕਹੇ ਦੁੱਖ 'ਚ ਧਕੇਲਦਿਆਂ ਅਕਾਲੀਆਂ ਵੱਲੋਂ ਅਦਾਲਤ 'ਚ ਕੇਸ ਨੂੰ ਬਿਗਾੜੇ ਜਾਣ ਨੂੰ ਸਾਰਿਆਂ ਦੇ ਸਾਹਮਣੇ ਲਿਆਇਆ ਜਾ ਸਕੇ। ਇਸ ਦੌਰਾਨ ਕਾਂਗਰਸ ਵਿਧਾਈ ਧਿਰ ਨੇ ਰੈਲੀ ਦੇ ਅਯੋਜਨ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਪ੍ਰਦੇਸ਼ ਕਾਂਗਰਸ ਮੀਤ ਪ੍ਰਧਾਨ ਸੁਨੀਲ ਜਾਖੜ ਨੂੰ ਸੌਂਪ ਦਿੱਤੀ, ਜਿਸ ਰੈਲੀ 'ਚ ਪੰਜਾਬ ਤੋਂ ਪਾਰਟੀ ਦੇ ਸਾਰੇ ਸੰਸਦ ਮੈਂਬਰ ਤੇ ਵਿਧਾਇਕ ਹਿੱਸਾ ਲੈਣਗੇ।
ਕਾਂਗਰਸ ਵਿਧਾਈ ਧਿਰ ਵੱਲੋਂ ਇਹ ਵੀ ਫੈਸਲਾ ਲਿਆ ਗਿਆ ਕਿ ਰਾਸ਼ਟਰਪਤੀ ਨਾਲ ਮਿੱਲ ਕੇ ਉਨ੍ਹਾਂ ਨੂੰ ਅਦਾਲਤ ਦੇ ਫੈਸਲੇ ਕਾਰਨ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੂੰ ਪੇਸ਼ ਆ ਰਹੀਆਂ ਸਮੱਸਿਆਵਾਂ ਤੋਂ ਜਾਣੂ ਕਰਵਾਇਆ ਜਾਵੇਗਾ।
ਇਸ ਦੌਰਾਨ ਐਸ.ਵਾਈ.ਐਲ ਦੇ ਫੈਸਲੇ ਕਾਰਨ ਪੰਜਾਬ ਦੇ ਲੱਖਾਂ ਲੋਕਾਂ 'ਤੇ ਪੈਣ ਵਾਲੇ ਗੰਭੀਰ ਪ੍ਰਭਾਵ ਦਾ ਜ਼ਿਕਰ ਕਰਦਿਆਂ ਕਾਂਗਰਸ ਵਿਧਾਈ ਧਿਰ ਨੇ ਸੂਬੇ ਕੋਲ ਮੌਜ਼ੂਦਾ ਪਾਣੀ ਦਾ ਅਨੁਮਾਨ ਲਗਾਉਣ ਲਈ ਇਕ ਹੋਰ ਟ੍ਰਿਬਿਊਨਲ ਸਥਾਪਤ ਕੀਤੇ ਜਾਣ ਦੀ ਮੰਗ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਨੇ ਦੁਹਰਾਇਆ ਕਿ ਰਿਪੇਰਿਅਨ ਸਿਧਾਂਤਾਂ ਅਧੀਨ ਹਰਿਆਣਾ ਦਾ ਸਤਲੁਜ ਦਰਿਆ ਦੇ ਪਾਣੀ 'ਤੇ ਕੋਈ ਹੱਕ ਨਹੀਂ ਹੈ।
ਜਦਕਿ ਬਾਦਲ 'ਤੇ ਪੰਜਾਬ ਤੇ ਇਸਦੇ ਲੋਕਾਂ ਦੇ ਹਿੱਤ ਵੇਚਣ ਦਾ ਦੋਸ਼ ਲਗਾਉਂਦਿਆਂ ਕਾਂਗਰਸ ਵਿਧਾਈ ਧਿਰ ਨੇ ਕਿਹਾ ਕਿ ਅਕਾਲੀ ਸਰਕਾਰ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਨੂੰ ਬਚਾਉਣ 'ਚ ਪੂਰੀ ਤਰ੍ਹਾਂ ਅਸਫਲ ਰਹੀ ਹੈ ਅਤੇ ਉਸਨੇ ਸੂਬੇ ਦੇ ਲੋਕਾਂ ਨੂੰ ਉਨ੍ਹਾਂ ਦੇ ਸਹੀ ਅਧਿਕਾਰ ਤੋਂ ਵਾਂਝਾ ਕਰ ਦਿੱਤਾ ਹੈ। ਕਾਂਗਰਸ ਵਿਧਾਈ ਧਿਰ ਨੇ ਕਿਹਾ ਕਿ ਪ੍ਰਤੀਤ ਹੁੰਦਾ ਹੈ ਕਿ ਬਾਦਲ ਸੂਬੇ ਦੇ ਲੋਕਾਂ ਦੇ ਹਿੱਤਾਂ ਨੂੰ ਨਜ਼ਰਅੰਦਾਜ਼ ਕਰਨ ਸਮੇਤ ਆਪਣੇ ਵਿਧਾਨ ਸਭਾ ਹਲਕੇ ਤੇ ਪਿੰਡ ਨੂੰ ਵੀ ਭੁੱਲ ਗਏ ਹਨ, ਜਿਹੜੇ ਵੀ ਐਸ.ਵਾਈ.ਐਲ 'ਤੇ ਫੈਸਲੇ ਤੋਂ ਬਾਅਦ ਪੈਦਾ ਹੋਈ ਪਾਣੀ ਦੇ ਸੰਕਟ ਤੋਂ ਬਾਅਦ ਸੁੱਕ ਜਾਣਗੇ।
ਇਸ ਮੌਕੇ ਕਾਂਗਰਸ ਵਿਧਾਈ ਧਿਰ ਦੇ ਫੈਸਲਿਆਂ ਬਾਰੇ ਮੀਡੀਆ ਨੂੰ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਪਾਰਟੀ ਨੇ ਉਕਤ ਮੁੱਦੇ ਨੂੰ ਲੈ ਕੇ ਪੰਜਾਬ ਦੇ ਲੋਕਾਂ ਵਿੱਚ ਜਾਣ ਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਨਿਆ ਦੇਣ ਲਈ ਲੋੜੀਂਦਾ ਕਾਨੂੰਨ ਬਣਾਉਣ ਵਾਸਤੇ ਦੋ ਤਿਹਾਈ ਬਹੁਮਤ ਮੰਗਣ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਸੀ।
ਮੀਟਿੰਗ ਤੋਂ ਬਾਅਦ ਪਾਰਟੀ ਵਿਧਾਇਕ ਸਪੀਕਰ ਨੂੰ ਆਪਣੇ ਅਸਤੀਫੇ ਸੌਂਪਣ ਲਈ ਉਨ੍ਹਾਂ ਦੇ ਕਮਰੇ 'ਚ ਗਏ। ਲੇਕਿਨ ਸਪੀਕਰ ਚਰਨਜੀਤ ਸਿੰਘ ਅਟਵਾਲ ਦੇ ਮੌਜ਼ੂਦ ਨਾ ਹੋਣ ਕਾਰਨ, ਵਿਧਾਇਕ ਉਨ੍ਹਾਂ ਦੇ ਕਮਰੇ ਸਾਹਮਣੇ ਰੱਖੀਆਂ ਖਾਲ੍ਹੀ ਕੁਰਸੀਆਂ ਉਪਰ ਬੈਠ ਕੇ ਉਨ੍ਹਾਂ ਦਾ ਇੰਤਜ਼ਾਰ ਕਰਨ ਲੱਗੇ, ਜਿਨ੍ਹਾਂ ਨੇ ਅਖੀਰ 'ਚ ਵਿਧਾਨ ਸਭਾ ਦੇ ਸਕੱਤਰ ਨੂੰ ਆਪਣੇ ਅਸਤੀਫੇ ਸੌਂਪ ਦਿੱਤੇ।
ਇਸ ਦੌਰਾਨ ਐਸ.ਵਾਈ.ਐਲ ਦੇ ਮੁੱਦੇ 'ਤੇ ਕਾਂਗਰਸ ਦੀ ਮੁਹਿੰਮ ਦੇ ਸਮਰਥਨ 'ਚ ਆਪਣਾ ਅਸਤੀਫਾ ਦੇਣ ਲਈ ਅਜ਼ਾਦ ਵਿਧਾਇਕ ਰਜਨੀਸ਼ ਬੱਬੀ ਵੀ ਮੌਜ਼ੂਦ ਸਨ।
ਇਸ ਸਮੇਂ ਜ਼ਿਆਦਾਤਰ ਕਾਂਗਰਸੀ ਵਿਧਾਇਕ ਵਿਅਕਤੀਗਤ ਤੌਰ 'ਤੇ ਆਪਣੇ ਅਸਤੀਫੇ ਲੈ ਕੇ ਪਹੁੰਚੇ ਸਨ, ਜਿਹੜੇ ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਵੀਰਵਾਰ ਨੂੰ ਆਪਣੇ ਅਸਤੀਫਿਆਂ ਦਾ ਐਲਾਨ ਕਰ ਚੁੱਕੇ ਸਨ। ਜਦਕਿ ਇਸ ਮੌਕੇ ਨਾ ਪਹੁੰਚ ਸਕਣ ਵਾਲੇ ਵਿਧਾਇਕਾਂ ਨੇ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੂੰ ਆਪਣੇ ਅਸਤੀਫੇ ਭੇਜ ਦਿੱਤੇ ਸਨ।
ਇਸ ਮੌਕੇ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਤੋਂ ਇਲਾਵਾ, ਵਿਧਾਨ ਸਭਾ ਕੰਪਲੈਕਸ 'ਚ ਕਈ ਸੀਨੀਅਰ ਪਾਰਟੀ ਆਗੂ ਵਿਧਾਇਕਾਂ ਦਾ ਸਾਥ ਦੇਣ ਲਈ ਪਹੁੰਚੇ। ਜਿਨ੍ਹਾਂ 'ਚ ਰਾਜ ਸਭਾ ਐਮ.ਪੀ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਤੇ ਸ਼ਮਸ਼ੇਰ ਸਿੰਘ ਦੂਲੋ, ਏ.ਆਈ.ਸੀ.ਸੀ ਜਨਰਲ ਸਕੱਤਰ ਅੰਬਿਕਾ ਸੋਨੀ, ਪ੍ਰਦੇਸ਼ ਕਾਂਗਰਸ ਮੀਤ ਪ੍ਰਧਾਨ ਸੁਨੀਲ ਜਾਖੜ, ਵਿਧਾਇਕ ਪਰਨੀਤ ਕੌਰ, ਕੇਵਲ ਸਿੰਘ ਢਿਲੋਂ, ਰਾਣਾ ਗੁਰਮੀਤ ਸੋਢੀ, ਤਰਲੋਚਨ ਸਿੰਘ ਸੂੰਦ ਤੇ ਬ੍ਰਹਮ ਮੋਹਿੰਦਰਾ, ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ਪੰਜਾਬ ਰਜਿੰਦਰ ਕੌਰ ਭੱਠਲ ਤੇ ਕਾਂਗਰਸ ਵਿਧਾਈ ਧਿਰ ਦੇ ਲੀਡਰ ਚਰਨਜੀਤ ਸਿੰਘ ਚੰਨੀ ਸ਼ਾਮਿਲ ਰਹੇ।

Upping the ante on the SYL issue, the Punjab Congress on Friday announced a massive action plan to protest against the Badal government’s failure to protect the interests of Punjab on the SYL issue, even as party MLAs, shouting anti-Modi and anti-Badal slogans, formally tendered their resignations from the state Assembly.

The Congress Legislative Party (CLP) met at the Assembly to discuss the fallout of the Supreme Court verdict on the SYL matter and decided on its plan of action to rescue the people of Punjab from the crisis resulting from the court judgement.

Congress leaders and workers will burn effigies of Chief Minister Parkash Singh Badal in all the 117 Assembly segments of the state on Saturday, while on Sunday, the party will hold a rally at Abohar – the tail-end of the SYL canal – to highlight the Akalis’ mishandling of the case in the court, causing untold misery to the people of Punjab. The CLP entrusted the task of organizing the rally, which will be attended by all party MPs and MLAs from Punjab, to PPCC vice president Sunil Jakhar.

It was also decided by the CLP to seek a meeting with the President of India to apprise him of the problems that will be faced by the people of Punjab as a result of the court’s verdict.

Pointing out that the SYL verdict would seriously affect the lives of lakhs of people of Punjab, the CLP demanded the establishment of another tribunal to assess the amount of water to which the state currently has access. It reiterated that under the riparian principles, Haryana had no right to the Satluj river water.

Accusing Badal of selling off the interest of Punjab and its people, the CLP noted that the Akali government had completely failed to save Punjab’s water and had deprived the people of the state of their rightful dues. The CLP further noted that while ignoring the interest of the people, Badal seemed to have forgotten that his own constituency and village would also go dry as a result of the water crisis triggered by the SYL verdict.

Announcing the CLP decisions, Captain Amarinder told the media later that the party had decided to go to the people of Punjab on the issue and seek 2/3rds majority in order to be able to come out with the requisite legislation to give them justice.

After the meeting, the party MLAs went to the Speaker’s room to hand in their resignation letters. In the absence of the Speaker, Charanjit Singh Atwal, who failed to turn up, the MLAs went and sat in front of the empty chair in his room to wait for him, before finally handing over their resignations to the Secretary, Vidhan Sabha.

Independent unattached MLA Rajnish Babbi was also present to tender his resignation papers as a mark of support for the Congress campaign on the SYL issue.

While most of the Congress MLAs were personally there to submit their papers, having already announced their resignation on Thursday, those who could not be present had sent their letters to Captain Amarinder.

Besides Captain Amarinder, several senior party leaders joined the MLAs at the Assembly premises. These included Rajya Sabha MPs Partap Singh Bajwa and Shamsher Singh Dullo, AICC general secretary Ambika Soni, PPCC Vice-President Sunil Jakhar, MLAs Preneet Kaur, Kewal Singh Dhillon, Rana Gurmeet Sodhi, Tarlochan Singh Soond and Brahm Mohindra, former Punjab Chief Minister Rajinder Kaur Bhattal and Congress Legislative Party (CLP) leader Charanjit Singh Channi.

Expressing shock and anguish at the murderous attack on a Dalit youth in Tarn Taran on Wednesday, Punjab PCC president Captain Amarinder Singh today lambasted the Badal government for its abysmal failure in checking atrocities against Dalits in the state.

Addressing a press conference here, Captain Amarinder Singh condemned the brutal torture of 20-year-old Dalit youth Amritpal Singh in Pakhoke village in Tarn Taran district as a glaring example of the Akali government’s apathy towards the Dalits and its inability to uphold the human rights of the downtrodden community.

Pointing out that four incidents of Dalit atrocity had taken place in the state in quick succession in recent weeks, Captain Amarinder said the Badal government’s failure to take suitable action against the guilty reflected a deep-rooted nexus between party leaders and the culprits.

He referred to the attacks on Dalit youth in Mansa and Sangrur to underline the glaring insensitivity of the Badal government towards the plight of the community, which was being increasingly marginalized in the state.

Pointing out that Amritpal was not only mercilessly beaten but was also stripped and paraded naked in the village, Captain Amarinder said his party will do everything in its power to bring the guilty to book. “We will not allow the guilty to go scot-free,” he vowed, declaring that all cases of atrocities on Dalits would be pursued once his party came to power.

Alleging total lawlessness and growing anarchy in the state under the Akali rule, Captain Amarinder said, “The shameful track record of the Punjab police in preventing crime against Dalits continued in this latest incident, with cops reaching the spot after more than an hour.”

Warning the Punjab police to stop acting as `Akali workers,’ the PPCC president said they would have to suffer the consequences of their actions otherwise.

Referring to the media reports that Amritpal was peacefully working at his cycle repair shop, when the armed accused came in an SUV and two jeeps, the Punjab Congress president said, "The victim was terrorised and he jumped in a nearby canal in order to save his life. But the accused showed no mercy and chased him out of the canal before stripping him naked and thrashing him mercilessly.” The condition of the youth, who was also paraded naked in the village, is critical.

Punjab Congress chief further said that Dalits in the state are feeling extremely insecure and fear for their safety under the SAD rule.

Captain Amarinder recalled that in the second week of October, 21-year-old Sukhchain Singh was brutally murdered in Mansa by Badal-controlled liquor mafia, while in another instance, a 28-year-old youth Manish Luthra was killed by a group of assailants belonging to the liquor mafia in Jalandhar.

The PPCC president also said that prior to these incidents, Dalits were targeted and attacked by upper caste landlords, supported by local SAD leaders, in village Jalaur in Sangrur. "Fearing for their lives, as many as two-dozen Dalit families fled the village. It is complete 'jungle raaj' and the Dalit community was being subjected to extreme harassment by the Akalis," rued Captain Amarinder Singh.

While promising complete protection to Dalits and other sections of the society, Captain Amarinder Singh said any incident of atrocity against a Dalit was against the basic tenets propounded by the Sikh Gurus.

In a major setback to the Shiromani Akali Dal (SAD) in Punjab, several senior party leaders joined the state Congress on Thursday, along with AAP Shri Hargobindur convenor, in the presence of Captain Amarinder Singh.
PPCC president Captain Amarinder Singh, along with AICC general secretary (Punjab affairs) Asha Kumari, welcomed the new joinees to the party, describing the development as a sign of the total loss of confidence by Akalis in the corrupt Badals and complete disillusionment with `outsider’ AAP.
Former Rajya Sabha member Varinder Singh Bajwa joined the Punjab Pradesh Congress Committee (PPCC) at a press conference held by Captain Amarinder after resigning as SAD political affairs committee member.
Charging SAD with being controlled by mafias and having no concern for the governance of Punjab, Bajwa said only Captain Amarinder could lead the state out of the quagmire it had been plunged into by the Badal government.
Thanking Captain Amarinder for welcoming him into the PPCC, AAP convenor Harvinder Pal Singh said AAP had proved to be a sham, with its leadership only concerned with furthering their vested interests. He said he had joined AAP believing it to be a positive alternative to the other parties in Punjab but had soon discovered that AAP was a party of outsiders who had no understanding of the problems of the people of the state.
Having made a mess of Delhi since taking over its reins, AAP was now eyeing Punjab to promote its nefarious designs, said Harvinder, adding that only the Congress led by Captain Amarinder could save the state.
Another SAD leader to join PPCC was SAD general secretary Ram Parkash, brother of Kabir Das who recently left Punjab Congress to join the Akalis. Ram Parkash said he was completely disillusioned by SAD and had full faith in Captain Amarinder’s ability to save the state.
Hardev Singh, member of SAD working committee and Zila Parishad, as well as retired IAS officer TR Sarangal, were also welcomed by Captain Amarinder and Asha Kumari into the Congress fold, along with Harjinder Rehal, general secretary SAD Hoshiarpur.
All these Akali leaders alleged large-scale abuse of power and misrule by the Badal-led SAD, which they said had prompted them to look for a clean alternative in the form of the Congress.
